EFM Changes required

It has been brought to our attention that EFM relies on dsbl.org for some lookups. dsbl.org has gone black and is unlikely to return and may cause mail to get hung as a result of lookup time outs.

Users utilizing EFM (a third party email filter) will need to take steps to remove using dsbl.org for lookups.

All of my EFM filters are turned off at the moment, but I've disabled dsbl.org anyway, just in case I might need them again.

Thanks to Bob's help we discovered that the problem caused by dsbl.org's shutdown (unknown to moi') caused EFM to suddenly fail. Clearing the problem resulted in a big ol' blob of e-goop being released (good and bad).

I disabled all UCE blacklists, thinking it'd help the load on FQ's POPtoasters, then checked a log and promptly found that Spamcop's BL had nabbed a few, so I enabled it again with Spamcop enabled.

SA does use some BL's as part of it's scoring rules. FutureQuest also uses selected BL's for blocking emails at our network perimeter.
