The simplest solution is to add the following line of code to .htaccess in root web directory:
php_value register_globals 1

For those running osCommerce, add the following two lines:
php_value register_globals 1
php_value register_long_arrays 1

That should give you a little breathing room. If you're starting a new install, don't use this .htaccess solution, but most of the "patches" that I am seeing are nothing more than makeshift register_global work-arounds that really don't improve security... in other words, you don't gain a whole lot for your efforts versus the .htaccess solution. Of course, PHP6 doesn't allow a .htaccess over-ride, but hopefully it won't be an issue by then.

If using an override to have register_globals set to On with PHP5, it is recommended that you do so only in the software directory that requires it and that the override is used only as a temporary measure.

What is the official FutureQuest recommendation for any clients currently running oscommerce on php4?

We do not know as we don't run oscommerce - that is something you would need to check with the software developers on...

Work is now underway and the 1st project is shifting off all those that requested to remain on PHP4 to the new Apache 1.3.41 + PHP 4.4.9 engines... Unfortunately this is going to take a bit of time due to a last minute influx of requests...
