Script Need: Opens a TIFF

I am looking for something (Java?) that will open a TIFF file from a HTML file. I tried linking to it normally and the browser tries to open it in QuickTime. I don't want it to do that. I want it to open in the user default image program. This is for an off line project so I cannot use CGI.

If it is an offline project and you can set up the browser how you like, then I would dig into the browser options and Windows Explorer/Folder Options/File Types to find out why it is opening in QuickTime instead of your image editing program. "Dig into" is about all I know. Maybe someone else can be more specific.
