UBB installation instructions require chmod 777 on Members directory
This should be 755. To accomplish this you do *<font color=#FF0000>not
</font>* have to change anything. Once you upload it to your cgi-bin the server will automatically set them to 755 when you upload them (if you change the permissions the server will leave the changes). As long as you only
upload them and change nothing
the Members directory will be correct.

Upon setting Members directory to 777 and later checking dirinfo in WSFTP Pro, it reports 755

elp file.. it sounds like you are not actually getting the file permissions to change. If you were getting them to set then they would not be changing. The server in no way would change the permissions to any
of the files you have set.
