I understand why the anonymous FTP account is out (whew, good thing too, it sounds like!!) I'd like to setup the guest/guest 2nd FTP account situation. I'm thinking of making a subdirectory of www that is called /ftp/ - since most browsers will allow ftp download (at least) with appropriate user/pass in the URL, will I ultimately be able to link to files with a line something like: ftp://mysite.com/ftp/download.txt?user=guest?pass=guest
Provided I've set up the 2nd FTP account to be restricted to /ftp/, will this keep the Nosy out of the rest of my site?

You may need to include "/big/dom/xdom/www" in front of "/ftp" though.

I believe for IE it would look something like this:
ftp://xdom-username:password@domain.com/
