Just think of the money government offices would save (and commercial companies, too), if they didn't have to pay MS licensing fees, but used Linux instead.

Are there that many trained IT staff out there to supply a large migration from Windoze to something (http://www.openbsd.org) better (http://www.slackware.org)?

The biggest problem with doing something like this is the software that only runs in Windows. For us, the biggest problem would be accounting software. Something like VMWare would probably work, but running Windows on top of Linux doesn't make much sense to me. Perhaps a combo of Windows Terminal Server and Linux would be the way to go.
