First question.. do you really need it?
Scrolly things often come across as rather gimmicky, and complex javascript can lower the audience of your site since Netscape complains about practically anything with <script> in front of it, and some browsers don't support it at all.

Unfortunately in some case: customer wants it...customer gets it...

Would it be better to do it with a small Flash animation?
