Managing filters

Would anyone know of a cheap (free would be good) little utility goodie that will manage the bazillion little PS/PSP filters I seem to have acquired? I find that I don't use a great many of them, and that lots duplicate efforts, but they have crotchety file names bearing no resemblance to their filter names - I haven't got a clue where to begin deleting and rearranging.
