Are there any limits on the number of tables a MySQL database may contain at FQ? What about size?

There are no limits per se as we handle things like this subjectively...
If we find someone's database operations are causing a problem for a server, then we'll notify the site owner and try to give them a chance to fix their usage... In more extreme cases, we'll deactivate their MySQL access if they are impacting other site owners and then notify...
The reason it is subjective, is that we've seen some monster databases that are well coded and use the MySQL server efficiently - which doesn't really cause anyone any problems... On the flip side, I've seen some very small tables use incredibly inefficient queries and in turn have pile driven the MySQL server into the ground...
For those that have monster databases and are well coded yet are impacting other site owners, then we will propose that they obtain a dedicated MMS (Managed MySQL Server) system...
In short, we handle these issue on a case-by-case basis and try to be as flexible as possible...
