It seems the advanced NMS FormMail.pl relies on these for some reason.

The one you are currently using is more for developers...

Use the following tarball instead:
http://nms-cgi.sourceforge.net/formmail_compat-3.14c1.tar.gz

It is not reliant on external CGI::NMS::* modules
