Here is the (fictional) whois record:
Registrant:
Nice Company inc. (nicecompany-DOM)
C/O Company B, Inc.
P.O. Box 6
Raleigh, NC 27609
US

Domain Name: nicecompany.COM

Administrative Contact, Technical Contact, Zone Contact:
Company B, Inc. (cob-ORG) webmaster@cob.COM
919-787-1234
Fax- 919-787-1235
Billing Contact:
Company B, Inc. (cob-ORG) webmaster@cob.COM
919-787-1234
Fax- 919-787-1235

Question: Does Nice Company Inc. have control over their domain name or not? In other words, can they change WPP's? I know that the automated email change system will not work in this instance because Nice Company is not the Admin, Tech, or Billing contacts. But I assume that a faxed letter on Nice Company letterhead by a Nice company official can accomplish this, correct?

The 'Registrant' is the *final* say as that is whom the Internic to Domain contract is binded to...

Yes - if you are a registered company and can prove ownership or have plausible proof that you are indeed the 'Registrant', then you can override about anything you want...
