One of my sites is currently set up on the annual plan as a Pioneer package. While at one point traffic exceeded 5 gig per month substantially, in the past 12 months has been under 6 gig in every month save one (and that was under 7). The most recent month's bandwidth was actually under 5 gig.

I'm due to renew it later this month and I am thinking that my most economical course is to downgrade it to Visionary and just pay for any extra bandwidth as needed, particularly with the recent reduction to $4.10/GB. (Disk storage space is not a concern as I am well under the limit for both Visionary and Pioneer). Assuming that I end up having to pay for one extra gig of bandwidth per month, I estimate my cost as $107.40 (Visionary Annual Package w/ Renewal Rewards) + $49.10 (12 times $4.10) = $156.60, somewhat less than if I were to renew the Pioneer package at $193.40 (with Renewal Rewards). Greater savings if my traffic follows last month's trend and stays under 5 gigabytes, less if it exceeds my expectations - If it grows too much, I'll upgrade back.

As far as the mechanics go, my understanding from reading FQ help screens/browsing the forum is that for each month that traffic exceeded the package allocation, I would be billed on the first of the following month.

Does all that make sense? Do I understand the situation correctly?

You are correct regarding any actual bandwidth use over your package allocation.
