Tools to create Text Graphics or Banners ?

Hi,

What's the best way to create Text Graphics (ie. like an Header graphic of your site's name that you could add to the top of your website) or Banners ? What tool or software would you recommend ?

Since I already have Dreamweaver, is there another Adobe software that one could use to create Banners with ?

We use fireworks (Macromedia's web graphic-image program) to do that. All our headers are a combination of text and pictures made with Fireworks, saved as a picture (can be animated or static) and inserted in our site through the CSS file.

I use Adobe Photoshop for this, but I also have the full Adobe Creative Suite - which can be expensive getting into if you only have Dreamweaver.
