My graphic won't sit flush on the table - why?

I have a graphic that I would like to have sit flush on top of the table it is just above. This works beautifully in IE5 and Comm. 4.5, but not in IE4. Why, and what do I need to do to fix this?

Try putting the image inside of its own table.
