I, personally, very much dislike horizontal scrolling. I like to be able to see all of the content on the page. Vertical scrolling is bad enough. Adding horizontal to it--yech!--I try to never visit that page again.

To avoid horizontal scrolling, many sites (such as Yahoo, Alta Vista, etc...) set their tables to something like 600 pixels or 580 pixels. This way, someone with 800x600 pixel screen resolution can still see your whole page horizontally if the browser is maximized..

I wondering why some pages are scroll left to right at the bottom of the web site
For example
www.qualitydg.com/tpbs/index.html (http://www.qualitydg.com/tpbs/index.html) -- which does not scroll, why

and
does scroll
www.qualitydg.com (http://www.qualitydg.com)

*Both of the pages above were setup the basically the same

Can I arrange it so there is always a scrolling bar at the bottom?

Your horizontal line is set at 850[nbsp][nbsp]pixels, if you reduce that then you loose the sideways scrolling.[nbsp][nbsp]If I am not mistaken, WEB TV does not allow sideways scrolling so some of your content may be lost to them.[nbsp][nbsp]Also I, personally have found sideways scrolling to be a pain and try never to design a page that requires any real sideways scrolling.
Try not to anyway[nbsp][nbsp]LOL :P
