Is this server set up to chang permissions with WS-FTP?
Yes it is. I'm assuming you already know how (since you asked *s*), but just in case, here's a quick rundown for anyone else (who uses ws_ftp).
Left click the file you want to chmod,
right click the same file
click on CHMOD (Unix)
A little box will appear, with 9 checkboxes in it. 3 rows, 3 columns. The first column is Owner (you), the second column is Group (everyone in your group (don't worry who they are)), the third column is World (everyone else).
The top box in each column is Read, with a value of 4. The middle box in each column is Write, with a value of 2. The bottom box in each column is Execute, with a value of 1.
So, if you check all three boxes in the first column, you get a total of 700. If you check all three boxes in the second column, you get 070. If you check all three boxes in the third column you get 007.
Check all three boxes under Owner, the top and bottom boxes under Group, and the top and bottom boxes under World, and you get 755. See how it all works?

Even if you're not running CuteFTP, the whole thing is fairly standard anyway, and should apply to most every windows-ish FTP client.
