Is mysql04 having problems?

MySQL access is hanging in PHP scripts; as well, it won't connect from the shell when I'm logged into deedee:

$ mysql
ERROR 2003: Can't connect to MySQL server on 'mysql04.futurequest.net' (113)

(Argh, I'm getting flooded with mail from vBulletin as I type this... :()

The MYSQL04 Server got a bit overheated but should be functioning fine for you at this time.

Actually, no, now the error message has changed to:

$ mysql
ERROR 1130: Host '63.144.24.3' is not allowed to connect to this MySQL server
