Allowing non-admins to create email addresses?

So...

I have this one client who keeps asking if they can create their own email addresses.

My hosting setup is such that all packages are on my account, and only I have the shell (and CNC) login for each package.

Is there any utility or scripting solution I could use that gives a sub-admin the ability to create new email addresses -- and only that ability -- while keeping the shell login out of their hands?

I'm 99.99999999% sure it can't be done here, but I thought I'd give it a shot...

Unfortunately not. I've requested this before as well, and the most we've been able to do is create aliases :(
