Event Reminders and ToS

Are emailed event reminders considered bulk mail by FQ's ToS? I'm looking into developing a new site feature that would allow people to trigger periodic reminders. That's not a solution that could work through EZMLM so I'm wondering if I'd ever hit a threshold where that's considered bulk mail and I'd be up against that proverbial wall.
