I've been a professional software engineer for over ten years and I've been using Perl since 1994. I spent five years in engineering groups at SGI (Silicon Graphics) and also spent four years writing graphics drivers at Scitech Software (www.scitechsoft.com). I worked for Walmart.com as a Perl developer last year.
Look at my web content management application, Web Tool, on http://chicodigital.com. It's a sourceforge.net featured project and it's highly rated on cgi-resources.com. It's completely free, released under the GPL license, and it's well-suited for small businesses and organizations. Take a look at the demo and check out the source code.
I'm willing to give a fixed price quotes for small projects. I've just started doing independent contracting, so I've been charging very reasonable rates... email me and let me know what you're trying to do, and maybe I can help you out, or at least give you some advice on where to start.
